What is Citi PayAll?

Citi PayAll is a payment facility offered by Citibank Singapore. Citi cardholders can use it to pay rent, insurance premiums, taxes, school fees and more.

Cardholders can earn miles/points for payments, but will be charged a small fee.

Because of this fee, cardholders will pay slightly more than their actual expenses to earn miles. Hence, when using Citi PayAll, cardholders are essentially “buying” miles, and importantly, with conditions (unlike UOB Payment Facility, this is not a no-questions-asked method of buying miles).

Get cash rebates with Citi PayAll payments

  • Promo Period:
    • Payment must be set up from 17 Apr to 31 Jul 2026
    • Payment must be charged to the card by 6 Aug 2026
  • Cash Rebates:
    • Tax payments: 0.7%
    • All other payments: 0.2%
    • Minimum spend: S$6,000
  • Service Fee (before cash rebate):
    • 2.6% (do not select the “zero fees” option if you want to earn rebates/miles/points)
    • Service fee will not earn rebates/miles/points or count towards min. spend
  • Caps:

How to make Citi PayAll payments

Citi PayAll payments can be set up through the Citibank SG mobile app by following these simple steps:

  1. On the app’s home page, tap on Payments
  2. Tap on Citi PayAll
  3. Tap on Start using Citi PayAll
  4. Select a payment category
  5. Select the payment frequency
  6. Enter payment amount, select an eligible card and enter recipient’s details

Once the setup is completed, your card will be charged (usually) in the next three days and the recipient will receive the money through bank transfer.

Cardholders can pay anyone for any goods and services through the Payment for Retail Goods and Services category. However, Citibank warns against the abuse of this payment facility in its terms and conditions.

Here’s a snippet of the key points in the T&C:

9 YOUR RESPONSIBILITY

9.1 When accessing and using the Service, you must comply with any prescribed verification procedures, or other procedures, directions and instructions communicated by us to you. Further, you hereby represent and warrant that you shall not, in connection with your use of the Service:
(a) use the Service other than exclusively for the types of Payments and Payees we allow;
(b) send money to yourself or recipients who have not provided you with goods or services (unless expressly allowed by us);
(c) provide yourself or any other party a cash advance from your card (or help other parties to do so);
(d) breach these terms;
(e) engage in any fraudulent, illegal or unlawful activity whether intentionally or unintentionally, or breach any regulations, rules, notices, instructions or directives of any regulatory body or authority, governmental agency or national or other securities exchange;
(f) infringe our or any third party’s copyright, patent, trademark, trade secret or other intellectual property rights;
(g) use the Service in a manner that we reasonably believe to be in breach of the relevant card association or network rules; and/or
(h) use the Service to operate or engage in any business regulated by the Monetary Authority of Singapore or any other relevant regulatory body. Such businesses include but are not limited to money service or remittance businesses or virtual currency exchanges.

Citibank also warns against gaming the promotion in the promo terms and conditions.

Strictly no gaming of this Promotion is allowed (for example if the payments are not genuine payments and conducted for the main purpose of gaining Cash Rebate, Citi Miles or Citi ThankYou Points) and Citibank’s decision/determination on whether gaming of this Promotion has occurred is final and binding.
