As a frequent traveller, it gets expensive and time-consuming to purchase and activate data roaming eSIMs every time I make short trips to regional destinations in countries like Thailand, Indonesia, or even the occasional trip to Johor Bahru. If you’re like me, having a decent data roaming inclusion in my home mobile plan (in Singapore) that works seamlessly is hugely beneficial.
In this article, I’ll be comparing and ranking the best mobile plans in Singapore that include free data roaming (loads of it) and cost S$15 or less per month.
Hereโs a quick general summary of the best data roaming mobile plans in Singapore:
- Eight: Best overall balance for Singapore use and overseas travel
- Maxx: Great value with strong roaming data, but no overseas calls included
- SIMBA: The ultimate choice for huge data roaming, if you can tolerate weaker Singapore coverage
- ZYM Mobile: Best network quality in Singapore (Singtel), but roaming is a clear weakness
P.S. Some of these mobile plans allow wallet top-ups via Shopee, for even more savings. Check the latest Shopee vouchers.

What you need to know
Mobile Virtual Network Operators (MVNOs) tend to offer the best prices, as compared to Mobile Network Operators (MNOs) due to cost-cutting in areas such as physical stores and customer service hotline or live chat.
So, if you face problems with your mobile plan or network, it may take days for it to get resolved. However, most of them do not require a long-term contract to enjoy the great savings and benefits. Don’t like your current MVNO? Simply port-in to another one.
Network quality of MNOs and MVNOs
There are 4 MNOs and about 15 MVNOs/sub-brands, and they don’t provide the same level of network quality in Singapore. When overseas, network quality depends on the infrastructure of the overseas partner (e.g. Maxis in Malaysia, China Mobile in China).
Of course, it’s difficult to have an accurate score for this, but based on the consensus that I’ve read in Suitesmile Chat, online forums and my personal experience, here’s how I would rate them:
| Mobile Network Operator (MNO) | Mobile Virtual Network Operator (MVNO) and sub-brands | Network Quality in Singapore |
|---|---|---|
| Singtel | โข ZYM Mobile โข VIVIFI โข CMLink โข GOMO โข Zero1 โข Heya | |
| Starhub | โข Eight โข Giga โข RedONE โข My Republic (5G) | |
| M1 | โข Maxx โข Circles.Life โข My Republic (4G) โข Changi Mobile | |

1) Eight: Best All-Rounder for SG & International Travel
There’s been a lot of chatter about Eight online and in Suitesmile Chat in recent weeks, and for good reasons. This new telco offers lower prices while providing more overseas benefits than what other telcos offer.
What’s great is that you can purchase wallet credits on Shopee (for future months), to receive even more savings with vouchers. There are also occasional offers like this one, which brings your total monthly cost to just under $6 per month.
As of July 2025, I’ve been using Eight for almost a year, and it simply blows the competition out of the water, especially when it comes to data and call roaming. HOWEVER, I should remind you that I have no idea how good their customer service is, if something goes wrong.
โ Confused about IDDs, VoLTE and overseas calling? Me too. I did some testing while overseas and here’s what I found.

2) Maxx: Great for Data Roaming (But No Overseas Calls)
Maxx offers competitive prices, with similar plan inclusions as Eight. However, it does not include overseas talktime.
Maxx users can also pre-purchase credits on Shopee (for future months), to possibly receive even more savings.

3) SIMBA: Strong Roaming Data for Frequent Travellers
I’ve never used SIMBA, but based on what I’ve read online, it seems to have the weakest network coverage in Singapore. However, if you travel in Malaysia frequently, the 200GB data roaming included in the cheapest plan is quite something.
SIMBA users can also pre-purchase credits on Shopee (for future months), to possibly receive even more savings.

4) ZYM Mobile: Strong Local Network, Weak Choice for Travel
Lastly, I’m featuring ZYM Mobile as the MVNO on Singtel’s network. As you can see, the overseas benefits are very weak, as compared to the other 3 mentioned above.
Additional Note: Frequent travellers to Mainland China and Hong Kong who wants the Singtel network in Singapore can consider CMLink’s hidden plan (thanks Kai Jin).
